Parwaaz Card
Good news: The Punjab government has launched a Parwaaz Card scheme for the youth under the chairmanship of Punjab Chief Minister Maryam Nawaz Sharif. Through the Parwaz Card, interest-free loans will be given to the youth to go abroad.

They will be given jobs and their visa, passport and all other fees incurred for going abroad will be paid by the government. In addition, interest-free loans of up to Rs 3 million will also be given to the youth to start their own businesses.
Overview Parwaaz Card
The CM Punjab Parwaaz Card is a major government initiative launched to give skilled workers across Punjab a real chance at overseas employment. The idea is simple. If you have the skill but not the money to get there, the government will help you get started. The program offers interest-free loans to cover every major cost before you leave. This includes medical tests, visa processing fees, protectorate fees, air tickets, skill-verification tests, and the Overseas Employment Promoter (OEP) fee. You pay nothing extra. No interest. No hidden charges.
Under the leadership of Chief Minister Maryam Nawaz Sharif, the Government of Punjab is making it possible for thousands of aspiring workers to reach global job markets legally and safely. The goal is clear: more Pakistanis working abroad means more foreign remittances coming back home, and that means a stronger economy for everyone.
Who Is Parwaaz Card For?
Parwaaz Card is not built for just one type of person. It covers everyone who is part of the overseas employment journey. Whether you already have a job offer, you are still searching, or you run a recruitment agency, this scheme has something real to offer you.
Job Holders
These are the people who already have a confirmed overseas job offer in hand but simply cannot afford the upfront costs to get there.
Think about it. Visa fees alone are expensive. Add medical tests, flight tickets, and OEP charges on top of that and suddenly a dream job starts feeling completely out of reach. This is the exact problem Parwaaz Card was created to solve.
What Job Holders Get:
- An interest-free loan that covers all pre-departure expenses
- Visa fees, medical tests, travel costs, and OEP charges are all included
- Pre-departure training so workers arrive informed, confident, and fully prepared
Job Seekers
These are individuals who want to work abroad but have not received a confirmed job offer yet. They are still in the searching phase.
Honestly, this is where most people get stuck. They do not know which jobs are genuine, which agents are trustworthy, and where to even begin. Parwaaz Card gives them a proper and structured starting point.
What Job Seekers Get:
- Access to verified overseas job listings so no fake opportunities waste their time
- Direct connection with licensed and government-registered OEPs
- Once a job offer is confirmed, the loan process begins smoothly without any extra complications
OEPs (Overseas Employment Promoters)
OEPs are the licensed recruitment agencies that connect Pakistani workers with international employers. They play a central role in the entire process and Parwaaz Card supports them directly as well.
Here is the thing. When a worker is financially ready and properly verified, the OEP’s job becomes far simpler. Less paperwork, less back and forth, and a much cleaner hiring experience overall.
What OEPs Get:
- Access to pre-verified candidates who are serious and ready to move forward
- Visa, medical, travel, and OEP fee coverage is built into the scheme
- A hiring process that stays transparent, structured, and fully compliant with official regulations

Eligibility Criteria
Meeting the eligibility criteria is the very first step before you can apply for the Parwaaz Card loan and begin your overseas employment journey. Make sure you check every single requirement carefully before submitting your application because incomplete or incorrect eligibility can lead to immediate rejection.
Age Requirement
You must be at least 18 years old at the time of submitting your application. There is no upper age limit mentioned, but you must be physically fit and medically cleared to work abroad. Applicants under 18 will not be considered under any circumstances.
Valid CNIC
You must hold a valid and active Computerized National Identity Card issued by NADRA. Your CNIC must not be expired at the time of application. It is used to verify your identity, your province of residence, and your legal status as a Pakistani citizen throughout the entire process.
Residency
You must be a permanent resident of Punjab province. Your CNIC address must reflect a Punjab-based domicile. Residents from other provinces including Sindh, KPK, and Balochistan are currently not eligible under this scheme as it is specifically launched and funded by the Punjab government.
Job Offer
You must have a confirmed and verified job offer letter from a registered overseas employer. The offer must be for a position in a country that is recognized and approved under the BEOE framework. Informal or unverified job offers will not be accepted and your application will be rejected on this basis alone.
If you meet all four of these requirements, you are already in a strong position to move forward and submit your Parwaaz Card application with full confidence. Anyone who is unsure about their job offer validity or residency status should reach out to PSDF directly before applying, because one missing requirement can put your entire application on hold.
Why Choose Parwaaz
Many overseas job seekers in Pakistan struggle to arrange money for visa fees, medical tests, and travel expenses before departure. Most people either take expensive loans or borrow money from relatives, which creates financial pressure even before starting a new job abroad.
Interest-Free Support
Unlike traditional bank loans that come with heavy interest rates and strict collateral requirements, Parwaaz Card gives you a completely interest-free loan. You only pay back exactly what you borrowed, nothing extra. Repayment is split into easy monthly installments so it never feels like a burden while you are settling into your new job abroad.
Covers All Costs
The loan does not just cover one expense. It is designed to take care of everything you need before you leave Pakistan. This includes your visa processing fee, mandatory medical tests, flight ticket, and the official OEP recruitment charges. You do not need to arrange money from different places. One loan, all costs covered, zero stress.
Fully Digital Journey
Every single step of the Parwaaz Card process happens online. From registration and document submission to loan approval and status tracking, you never need to visit any office or stand in any queue. The portal is simple, guided, and transparent so you always know exactly where your application stands and what the next step is.
Inclusive Access
Parwaaz Card does not only serve highly educated or skilled professionals. It is open to unskilled, semi-skilled, and skilled workers alike. Whether you are a carpenter, a nurse, a technician, or a construction worker, as long as you have a verified overseas job offer, this program is available to you without any discrimination.
That is exactly where the Parwaaz Card program becomes helpful. It provides a simple, interest-free financial solution designed specifically for Pakistanis who already have verified overseas employment opportunities.
